RHMF
In November 2000, the UK Government announced the creation of the Road Haulage Modernisation Fund. This is a three year £100 million programme dedicated to help modernise the UK road haulage industry. The programme is structured to enable participants to identify key goals, and to become self-sustaining in profitability, manpower and key skills. It provides a framework for the industry to contribute strategically to the delivery of a sustainable distribution system that supports the country’s broader economic ambitions.
In England, all schemes have been developed through the Road Haulage Forum. Scotland, Wales and Northern Ireland have their own devolved programmes.
Projects have been individually focused, but cover a broad range of subjects overall that include:
Funding to fit older lorries with equipment to reduce polluting emissions
Provision of advice to the industry/drivers on ways of reducing fuel consumption and promote best practice;
Improve training and skills within the industry;
Increase recruitment through the 'Young Driver' and 'Modern Apprenticeship' schemes;
Strengthen HGV enforcement
Enable the industry to develop a 'Modernising Operator' self-help scheme.
One of the most innovative elements of the RHMF is the introduction of the Trucksim concept to support one of the key themes of the initiative, namely the establishment of professional driver development.
